Chief of Naval Staff, Philippine Navy
Rear Admiral Alan M. Javier PN serves as the 66th Chief of Naval Staff of the Philippine Navy, bringing decades of operational command experience, strategic leadership, and maritime security expertise to the Navy’s highest headquarters. Commissioned upon graduating from the Philippine Military Academy in 1992, he has since played a central role in enhancing the Navy’s force readiness, operational effectiveness, and regional security engagements.
RADM Javier’s seagoing career spans the full breadth of littoral, coastal, and offshore operations. As a patrol craft commander aboard BRP Apolo Tiano (PG851) and BRP Bonny Serrano (PG111), he led critical support missions to coastal security, maritime law enforcement, humanitarian assistance, and counter-terrorism in complex archipelagic environments. He later commanded the offshore patrol vessels BRP Miguel Malvar (PS19) and BRP Rajah Humabon (PS11), where he directed sovereignty patrols, EEZ surveillance, and multi-domain maritime operations vital to Philippine territorial defense and regional stability.
His career also reflects deep competency in joint and combined operations. As Commander of Naval Task Groups and Naval Task Force 61, he spearheaded integrated maritime and littoral operations employing naval, air, land, and special operations forces. These missions delivered operational effects across strategic maritime spaces and contributed to national security objectives in contested waters.
RADM Javier’s shore assignments highlight a strong background in strategy, capability management, and higher-echelon command. He served as Commander of the Fleet Support Group, Assistant Chief of Naval Staff for Logistics (N4), and Deputy Commander for Fleet Operations at Naval Forces Western Mindanao, positions through which he strengthened fleet sustainment, logistics systems, and operational planning. His tenure as Commander of Naval Forces West in Palawan proved pivotal: he led the implementation of the AFP Territorial Defense Plan “Kalasag,” conducting sustained territorial defense operations and sovereignty patrols in the West Philippine Sea. Under his leadership, NFW also executed Maritime Cooperative Activities with allied and like-minded navies, enhancing maritime domain awareness, interoperability, and regional deterrence in support of a rules-based international order.
Academically grounded and operationally seasoned, RADM Javier holds a Master’s degree in Management Studies (Logistics Management) from the University of New South Wales at the Australian Defence Force Academy. He is a graduate of the Senior Executive Course on National Security at the National Defense College of the Philippines. His exemplary military service has earned him numerous awards, including the Distinguished Service Star, Meritorious Achievement Medals, Gawad sa Kaunlaran, Military Merit Medals, and the PMA Alumni Award for Command and Administration.
