With over 20 years of experience leading enterprise-grade projects and programs within the Cyberspace and Intelligence Communities, Mr. Isnor brings a highly analytical and meticulous approach to tackling complex challenges in dynamic environments. His proven track record of success in directing wide-ranging cyber operations activities, coupled with his deep expertise within the federal cyber workforce, makes him a sought-after leader and a recognized voice in the field.
Mr. Isnor currently serves as the Chief, Cyber Workforce Development at the Department of Defense Chief Information Office (CIO). In this role, he leads efforts to standardize the cyberspace workforce through the development and continuous refinement of the DoD Cyberspace Workforce Framework (DCWF). This framework ensures that the knowledge, skills, and abilities required by the workforce are fully aligned with mission-critical tasks. He also champions the 8140 Cyber Workforce Qualification Program, ensuring its technical soundness and accuracy while establishing qualification standards for the entire DoD cyber workforce. In addition, Mr. Isnor provides stakeholders with the tools and resources necessary to successfully implement these standards.
As a representative for the DoD CIO, Mr. Isnor plays a crucial role in advancing workforce equities while fostering strategic partnerships with allies and expanding relationships with foreign partners. His efforts are vital in strengthening international collaboration in cyberspace. He also develops and executes strategic and operational plans for the cyberspace workforce, ensuring these plans align with the National Defense Strategy. This includes engaging with offices across the Office of the Secretary of Defense (OSD) and other key stakeholders to ensure consistent integration throughout the Department.
Before taking on his current role, Mr. Isnor made significant contributions as the Cyber Mission Force (CMF) Program Lead for Workforce Development at U.S. Cyber Command. There, he led the development of Cyberspace Training Requirements Analysis and Program Definition Support, helping shape the future of cyber training. He co-authored training requirements for the Joint Cyber Training & Certification Standards Program, which resulted in the creation of dedicated CMF certifications and standards. His leadership was instrumental in spearheading critical Cyber Mission Force projects focused on defending DoD infrastructure, overseeing all aspects of these initiatives from requirements gathering to resource allocation and budget management. Additionally, he served as a key leader on the Cyber Mission Force Training Board and as a member of the Cryptologic Training Council, where his collaborative efforts drove impactful decisions.
Mr. Isnor’s commitment to national security is also demonstrated by his 7 years of service in the United States Army, where he specialized in Signals Intelligence and led several deployments of collection systems to special areas of interest.
He holds an MBA with a concentration in Information Systems from Hawaii Pacific University and a Master’s in Cybersecurity from Webster University.
