Ms. Johnson is an executive consultant, Board member, fractional CEO, and Subject Matter Expert to both DoD government and industry leaders and organizations. Ms. Johnson engages in strategic and operations planning and execution, targeted R&D investment strategies, competitive posturing, technology maturation and transition, doing business with the Navy and DoD, and assessing and improving organizational performance.
Ms. Johnson has a combined industry / government career spanning more than 40 years. Ms. Johnson joined Federal Service in February 2000 after working 15 years in industry and was promoted to the Senior Executive Service in August 2008.
Ms. Johnson served as the Deputy Assistant Secretary of the Navy for Research, Development, Test and Engineering (DASN (RDT&E)) from August 2020 to January 2022. She was the principal advisor to the Assistant Secretary of the Navy for Research, Development and Acquisition (ASN(RD&A)), responsible for executive oversight of all matters related to RDT&E Budget Activities, Science and Engineering, Advanced Research and Development, Prototyping and Experimentation, and Test and Evaluation.
Ms. Johnson served as Executive Director for Naval Air Warfare Center Weapons Division (NAWCWD) from February 2016 to August 2020 where she was responsible for overall strategic and business planning, execution and business process efficiency including budget development and execution with an annual operating budget of approximately $1.8B and a workforce of more than 6,000 civilians and 2,300 support contractors. Prior to that, Ms. Johnson served as Director, Weapons and Energetics Department (NAWCWD), Systems Engineering Department Head (NAWCWD), and Director of Software Engineering (NAVAIR).
Ms. Johnson began her career in industry as a software / systems engineer, Engineering Program Manager and Software Engineering Department Manager developing Electronic Warfare suites for the U.S. Navy, Army and Air Force.
Ms. Johnson earned a Bachelor of Science in Chemical Engineering from the University of Virginia in 1983. In 2007, she was a recipient of the Naval Air Warfare Center Weapons Division Michelson Laboratory Award for significant contributions to Naval and Marine Corps Aviation. She received the Navy Meritorious Civilian Service Award in 2011, the Naval Air Warfare Center Weapons Division Dr. L.T.E. Thompson Award in 2013, the Navy Superior Civilian Service Award in 2022, and the California Contracting, Acquisition, and Procurement Innovators Award in 2023.
